Transportation Planning

Taylor, Wiseman & Taylor (TWT) has successfully advanced many federally-funded transportation improvement projects through the Concept Development (CD) Phase, including the development of Purpose and Need (P&N) Statement, Alternatives Analysis, and recommendation/selection of a Preliminary Preferred Alternative (PPA), which addresses the project P&N and is build-able, permit-able and cost effective. CD Phase tasks have encompassed NEPA document classification and Preliminary Engineering Scope Statements for programming project advancement. These projects have consisted of roadway improvements, bridge replacements, and interchange and intersection improvements.

In 2009, TWT was one of five firms selected by the NJDOT to perform Project Development activities, to include Project Screening, P&N, Concept Development, Feasibility Assessment, Community Involvement, Environmental Documents, and Design Activities. Projects rated under the Planning Discipline have included interchange and intersection improvements, roundabout studies, bridge rehabilitation-replacements, and roadway pavement and safety improvements.

TWT has also performed Concept Development services for a variety of federally-funded transportation projects through the “Local Scoping” program for the Delaware Valley Regional Planning Commission (DVRPC) and South Jersey Transportation Planning Organization (SJTPO). Projects completed for these local Metropolitan Planning Organizations (MPOs), have included Concept Development, Alternatives Analysis, PPA Selection, Environmental Documents, Feasibility Assessment, Preliminary Engineering and, in some cases, Final Design and construction services for a variety roadway and intersection improvements, and bridge replacement projects. In addition to Alternatives Analyses and P&N Statement Development, assignments included the completion of a NEPA Environmental Document. Environmental Screenings, including those for Cultural Resources, Section 4(f) Properties, Hazardous Waste, Air & Noise, Socio-Economic, Environmental Justice, etc. have been performed as part of our services in this area.

Extensive Public Outreach and Information dissemination, through Stakeholder Coordination, has been a keystone of TWT’s success in this early phase of project development and completion. TWT’s extensive experience and reputation for delivering high-quality, build-able and cost-effective final construction contract designs and documents is the backbone of our Transportation Planning skill-set.
