The Lester Glenn Auto Group retained Taylor Wiseman & Taylor (TWT) to support acquisition of an automobile dealership on a nearly 10-acre parcel in Toms River, New Jersey. TWT conducted a Phase I Environmental Site Assessment (ESA) and remedial investigation under the direction of TWT’s Licensed Site Remediation Professional (LSRP) in compliance with New Jersey’s Site Remediation Reform Act (SRRA). The work culminated with the LSRP issuing an unrestricted area of concern (AOC)-specific Remedial Action Outcome (RAO).

The Phase I ESA identified 3 potential AOCs including former hydraulic lifts, former underground storage tanks (USTs), and floor drains and oil/water separator. TWT reviewed NJDEP’s files and determined the former USTs had previously received an NFA from the NJDEP. TWT conducted an Order of Magnitude analysis of the UST post-excavation soil sample data and determined that no further remediation was required.

TWT conducted site investigation and remedial investigation soil sampling, and identified petroleum hydrocarbon compound (PHC) impact above soil remediation standards (SRS) at three underground hydraulic lifts. Impacted soil was delineated and 75 tons of impacted soil was removed and transported offsite to a recycling facility. Groundwater site investigation sampling activities determined that groundwater was not impacted and no further investigation of groundwater was required. TWT’s LSRP issued an RAO for the remediation of the hydraulic lifts, and the floor drains and oil/water separator AOCs 16 months after project startup.
