DRPA Bridge Approach Studies

Taylor Wiseman & Taylor performed separate studies of the approach roadways at the Ben Franklin Bridge, Betsy Ross Bridge and the Commodore Barry Bridge. These studies evaluated the physical condition of existing features and also determined their conformance with current design standards. Included was a review of available as-built plans and meetings with bridge staff, field examinations, photographic inventory of existing conditions, and traffic data. Features examined included signs, pavement markings and roadside safety appurtenances such as guide rail and parapets. Roadway design was assessed for geometric design elements such as superelevation on curves, horizontal sight distance, vertical curves, acceleration/deceleration lane lengths, ramp width and spacing, as well as typical cross sectional features such as lane width, median design and curb reveal. Deteriorated conditions such as damaged inlet grates and spalled curbing were also identified.

Both the Betsy Ross and Commodore Barry Bridges were built in the 1970s and feature extensive roadway/ramp systems connecting with I-95 on the Pennsylvania side and US Route 130 in New Jersey. Recommendations at these bridges generally involved upgrades to ramp geometry, median reconstruction, signage, striping and roadside appurtenances located within DRPA’s jurisdiction. At the Benjamin Franklin Bridge, the scope was expanded to include investigation of existing traffic circulation problems between the bridge, I-676, and Philadelphia local streets. DRPA was concerned that these problems would be exacerbated by their implementation of the EZ Pass electronic toll collection system. After reviewing the results of this traffic information, TWT noted that the merge into I-676 westbound appeared to be a significant problem, and suggested that the existing shoulder be reconstructed as an auxiliary lane up through the Broad Street exit. Further traffic analyses and preliminary plans were prepared and, based on favorable results, were progressed into construction plans by TWT under a separate contract. Total estimated construction costs for recommended short-term actions at the three bridges, together with I-676 improvements, is approximately $4 million.
