Tom has served as the President of Taylor Wiseman & Taylor since 2012, and for ten years’ prior, served as either the Corporate Secretary or Secretary/Treasurer. Since joining the firm over 30 years ago, Tom has served as the company’s Structural Design Lead and later, as Manager of the Transportation-Structural Department.
Tom has been extensively involved in advancing the engineering and surveying professions through his commitments as the (past) President of the American Society of Highway Engineers of Southern NJ, the President and National Director for the American Council of Engineering Companies of NJ, as well as Treasurer of the Cross County Connection, a Transportation Management Association. He takes great pride in his involvement with the West Jersey Council of Proprietors and the former East Jersey Board of Proprietors, the original landowners of the colony of New Jersey. Tom currently serves as the Surveyor General of the former, and was the last Surveyor General of the latter before its dissolution.
A licensed Professional Engineer in New Jersey, Pennsylvania, Delaware and North Carolina, Tom graduated from Rutgers University, with dual degrees in Civil Engineering and Business Administration, where he also played basketball and became an NCAA All-American athlete, and subsequently received his Master’s Degree in Civil/Structural Engineering from Drexel University.
With TWT since 1978, Bill has supervised the engineering design of numerous large real estate projects, including corporate headquarters, office and industrial parks, institutional facilities, shopping centers and large scale residential projects. His experience includes site planning and engineering design techniques for grading, stormwater management, water quality and erosion control, and waste water disposal. He is further responsible for liaison with clients, supervision of the civil engineering design on specific projects and coordination with public agencies.
Bill managed the firm’s Land Development division for many years, and currently oversees operations in the firm’s regional offices located in Pennsylvania and North Carolina. An alumnus of Rutgers University with a BS in Civil Engineering and a BA in Psychology, he is a licensed Professional Engineer in New Jersey, Pennsylvania, Maryland, and Delaware, as well as a licensed Professional Planner in New Jersey.
Patrick M. Kane, PE
Vice President, Secretary/Treasurer, Director of Information Technology
Patrick has been responsible for the implementation and development of TWT’s GIS technology, and is the firm’s GIS Manager, as well as a Senior Project Manager, based in the firm’s Mt. Laurel, NJ headquarters. Pat joined TWT in 1985 and is responsible for planning and design of land development and redevelopment projects throughout southern New Jersey and southeastern Pennsylvania.
Active in the Builders League of Southern NJ, NJ Builders Association, URISA, MAC-URISA, Patrick earned dual degrees in Civil Engineering and Architectural Engineering from Drexel University. He is licensed as a Professional Engineer in New Jersey and Pennsylvania.
As Regional Manager of TWT’s Blue Bell, PA office and a Senior Project Engineer in the firm’s Land Engineering Division, Bob has managed numerous large residential and commercial projects for private clients. Notable projects include Sagemore in Evesham, NJ, The Estates at Princeton Junction in West Windsor, NJ, Byers Station in Chester Springs, PA, Hollywood Casino in Perryville, MD; and Charlestown Crossing in Cecil County, MD. He has managed many successful land development projects for public clients as well including; infrastructure improvement projects for Medford Township, NJ, Aberdeen Proving Grounds, MD, Burlington County College in Mount Laurel and Pemberton, NJ, University of Delaware and DelVal University. Bob is a member of American Council of Engineering Companies and Society of American Military Engineers.
With Taylor Wiseman & Taylor since 1973, he is a licensed Professional Engineer in Maryland and Delaware.
Rich has served on TWT’s Board of Directors since 1997 and has served as a Vice President and Assistant Secretary of TWT over many years. A Principal in the firm’s Land Engineering Department, Rich is responsible for contract preparation, scheduling and design coordination of multiple large commercial, office, industrial and residential development projects throughout the Southern New Jersey Region. Rich has been involved in numerous professional and civic organizations and has served on the Board of Directors of NAIOP, the Haddonfield Y Service Club where he was past president, Haddonfield Recreation Council, Haddonfield Little League, and the SNJDC Construction Committee. He has also been appointed Deputy Surveyor General for the Council of West Jersey Proprietors.
Rich is a registered Professional Engineer, Professional Land Surveyor, and Professional Planner in the state of New Jersey, as well as a registered Professional Engineer in Pennsylvania and Delaware. With Taylor Wiseman & Taylor for more than 30 years, Rich is a proud alumnus of Worcester Polytechnic Institute.
A Vice President for Taylor Wiseman & Taylor, Tom also serves as the Manager of the firm’s Transportation Division, comprising a team of ±20 engineers, surveyors, subject matter experts, and technicians. Tom sits on the Board of Directors for American Society of Highway Engineers (ASHE) Southern NJ Section, is on the Design Subcommittee for the American Council of Engineering Companies (ACEC) of NJ, and is also a member of the International Right-of-Way Association (IRWA).
A graduate of Temple University with a BS in Civil Engineering/Construction Technology, Tom is a licensed Professional Engineer in both New Jersey and Pennsylvania. He joined TWT in 1981.
As Land Engineering Manager, Ed supervises engineering design in the Land Development Department of the firm. He is responsible for coordinating all phases of project development, from site planning through engineering design and acquisition of permits, approvals and support of site construction. His 25 years of experience include a wide range of related projects prepared for residential, commercial and industrial developments as well as for State, County, and Municipal clients.
An alumnus of Drexel University with a BS in Civil Engineering, Ed joined Taylor Wiseman & Taylor in 1985.
Gary joined TWT in 1983 and is the firm’s Structural Department Manager, supervising all structural design work performed by the firm including bridges, retaining walls, box culverts and dams/spillways. In addition, he supervises all geotechnical investigations, foundation recommendations and dam inspections for roadway, bridge and dam design projects.
Gary is a graduate of Drexel University with a BS in Civil Engineering / Structural & Geotechnical Engineering, and is actively involved in the American Society of Civil Engineers, the American Society of Highway Engineers, and the Association of State Dam Safety Officials. He is a licensed Professional Engineer in New Jersey, Pennsylvania, Maryland and North Carolina.
Bruce has over 25 years’ experience as a Project Manager, splitting time between Taylor Wiseman & Taylor’s Transportation and Land Development Departments. His experience in the Transportation Department includes managing numerous projects, from Scope Development through to Final Design with complete construction contract documents. His involvement in the Land Development Department includes overseeing multiple residential, commercial and office site developments from planning stages, design and approvals, through to construction.
A graduate of Bucknell University with a BS in Civil Engineering, Bruce has been with TWT since 1986 and is a registered Professional Engineer in New Jersey, North Carolina, Pennsylvania, South Carolina, Kentucky, Tennessee, and Georgia.
Gary has been with Taylor Wiseman & Taylor since 1987 and has designed and managed many complex projects involving grading, stormwater management, sanitary sewer and potable water design for educational facilities, commercial, industrial, military and residential developments. Gary serves as Chair of the Burlington County Military Affairs Committee, and was recently inducted into the Joint Base McGuire-Dix-Lakehurst (JBMDL) Honorary Commanders Program, which facilitates communication between base military personnel and surrounding communities by showcasing joint base capabilities, future base leaders and the caliber of men and women currently serving at JBMDL. He was selected because of his record of service to the community and a tradition of excellence in his profession.
Gary holds licenses in New Jersey, Pennsylvania, New York, and Delaware as a Professional Engineer. He is a graduate of the State University of New York at Buffalo with a BS in Civil Engineering.
Colleen joined Taylor Wiseman & Taylor in 1987. She is an experienced Project Manager who handles Utility and Traffic Engineering. She is well-acquainted with all aspects of traffic signal design, including analyses, layouts, wiring, and timing. Her utility experience ranges from DOT utility relocation schemes and coordination to full-service utility design. She also performs railroad coordination and permit work, and is very familiar with the design standards, specifications, and guidelines for work within the Railroad right-of-way with CSX Transportation, Conrail, Amtrak and NJ Transit. She is active in the NJ Common Ground Alliance, NJ Utilities Association, Institute of Transportation Engineers, American Society of Highway Engineers, American Society of Civil Engineers, and the County & Municipal Traffic Engineers Association.
An alumnus of the University of Delaware, Colleen graduated with a Bachelor of Civil Engineering in Transportation Engineering and is a licensed Professional Engineer in New Jersey and Pennsylvania.
Bernie is a certified Professional Traffic Operations Engineer (PTOE) and Professional Engineer licensed in multiple states. As a Senior Project Manager in TWT’s Transportation Department who has been with the firm for more than 30 years, his expertise involves him either directly or indirectly in nearly all current TWT transportation projects requiring construction staging/traffic control, traffic studies, signal design, Highway Safety Manual investigations, and NJ state highway access issues. He is actively involved in the American Society of Highway Engineers (ASHE), Institute of Transportation Engineers (ITE), Transportation Committee of Southern NJ Development Council, and the Chamber of Commerce, Southern NJ, and participated in the NJDOT Community Advisory Committee for the Route I-295/I-76/Route 42 Interchange Reconstruction prior to the start of construction.
A graduate of Pennsylvania State University with a BS in Transportation Engineering, Bernie is a licensed Professional Engineer in New Jersey, Pennsylvania, Maryland and North Carolina.
Tony has managed TWT’s Subsurface Utility Engineering Department for the past 20 years. He started with Taylor Wiseman & Taylor in 1973 and has over 47 years of experience in Land Surveying and Underground Utility Locating. He has been involved with a variety of projects requiring his experience in construction, boundary surveys, topographic surveys, pipeline surveying and right-of-way surveys. In addition to conventional surveying, he has also coordinated large-scale projects requiring GPS, Photogrammetric Mapping Control, Geodetic Control, Hydrographic and Pipeline Surveying, and managed large-scale projects for companies such as Transcontinental Gas, Williams Corporation, Texas Eastern and Public Service Electric and Gas. In 1977, he was selected to supervise the updating of 26,000 railroad valuation maps for Penn Central Railroad Corporation. This updating covered rail operations in 17 states and three Canadian provinces, in addition to 1,500 maps for the Lehigh Valley Railroad Company. This large-scale map updating was paramount to the merger of Penn Central and Lehigh Valley with the Consolidated Rail Corporation. His experience in survey procedures has been instrumental in increasing project production, accuracy, and quality.
Tony is a Professional Land Surveyor in New Jersey and a member of NJSPLS, ACSM, ASHE, UCA, NULCA, and IRWA, and is a former President of the West Jersey Surveyors Association.
Jim started with TWT in 2011 as the Survey Manager of the firm’s Charlotte, NC office. In 2013, he took management responsibilities for the entire Charlotte Operation. He is responsible for all surveying and SUE operations originating from the office, as well as interoffice coordination. With more than 25 years in the land surveying field, he has experience with a variety of large and small projects, including boundary retracement surveys on three water supply reservoirs for the City of Columbus, Ohio; boundary and topographic surveys for Huntington Field, home of the Columbus Clippers, the AAA affiliate of the Cleveland Indians; and boundary and topographic surveys for the land developed around Nationwide Arena, home of the NHL Columbus Blue Jackets. Jim is experienced and proficient with AutoCAD, Land Development Desktop, Civil3D, Carlson, Trimble Business Center, Microsoft Office Suite, Topcon Total Stations, Trimble Robotic Total Stations and Trimble GPS equipment.
Jim received a BS and AAS in Industrial Technology from Ohio University and holds Professional Land Surveyor Licenses in North Carolina, South Carolina, Tennessee and Ohio.
Sam joined TWT in May 2014. His 30 years of experience in the field have given him an extensive background in subdivision preparation, outbound and topographic surveys, environmentally sensitive area mapping, hazardous waste site surveying, data collection and GPS. He is responsible for the organization, supervision and coordination of all land surveying operations within the firm.
A licensed Land Surveyor in New Jersey, Pennsylvania, and Delaware, Sam is a graduate of Gloucester County College (Rowan College of New Jersey) and is active in the NJ Society of Professional Land Surveyors, Surveyors Association of West Jersey, and the National Society of Professional Surveyors.
Tom is TWT’s Senior Environmental Manager, responsible for the management of environmental investigation and soil/groundwater remediation projects. He is well-experienced with Pennsylvania and New Jersey environmental technical regulations, including the Pennsylvania Land Recycling Program (ACT 2) and the New Jersey Department of Environmental Protection (NJDEP) Site Remediation Program (SRP). His experience includes the completion and management of environmental due diligence, underground storage tanks, preliminary assessment, site and remedial investigations, New Jersey Industrial Site Recovery Act (ISRA) and remediation projects.
Tom holds a BS in Geosciences from Pennsylvania State University and a MS in Hydrogeology from West Virginia University. With TWT since 2010, Tom is a Professional Geologist licensed in Pennsylvania.
Tom is a veteran with Taylor Wiseman & Taylor, having joined the firm in 1978. He started out in plan preparation and developed a diverse background with several areas of expertise that included utility design and construction, waterfront access projects, constructability, specification writing and construction management. His experience goes beyond project management. He has completed projects from concept to construction, which spanned all departments within the firm from private sector to public sector including municipal, local school boards, higher education, counties, improvement authorities, and state agencies. He has also served as a manager of a regional office and provided support services for TWT’s other regional offices. In his current position as a Senior Project Manager and assists all offices and departments with a variety of services including marketing, general business development and is FAA certified as a Remote Pilot for Small Unmanned Aircraft Systems.
A graduate of Gloucester County College (now Rowan College at Gloucester County) with an Associate in Civil Engineering Technology, Tom also attended Widener University.
